From 1994 to 1997, Mr Gagnon sat on the CIQ administrative committee as secretary, vice-president, then treasurer. From 1999 to 2001, he was a member of the Working Group on Regulatory Streamlining under the Ministerial Action Plan to Update the Professional System.
The CIQ is an association of Québec's 45 professional orders representing over 326,000 members. It serves as a forum for exchange and collaboration as well as representing the orders on subjects of shared interest. The Professional Code mandates the CIQ to act as an advisory body to the government.
